Step 4 - Negotiation & Decision Making
The purpose of this step is to rank the most important potential health and negotiate recommendations about changes or modification to the proposal based on the process. It may also include discussions on trade-offs between competing perspectives. This step should result in a set of recommendations for acting on the results of the HIA. The usual process or actions undertaken as part of this step include:
- Steering Group/Committee meet to consider the outcomes of HIA.
- Use agreed criteria to discuss the potential health impacts (both positive and negative, intended and unintended) and where relevant for each scenario.
- Identify "trade offs" between competing perspectives
- Develop a set of recommendations - including rationale/justifications (see Merseyside Guidelines etc)
- Set of recommendations to go to proponent of proposal (eg. Department of Health) for implementation and action.
